Objectives:  Until recently the questions of performance and dependabil-
ity of computer systems have largely evolved separately. With the advent
of high performance computers with massive parallelism and high speed
networks the two issues have become closely related. Both design and
evaluation methods must consider the relationships between the
occurrence of errors/failures and their consequent impact on perfor-
mance.

This symposium is intended to bring together researchers in the two
areas with emphasis on integrating theory and practice. Relating analyt-
ical techniques to simulations, actual measurements and experiments will
be the broad theme of the symposium.  Research relating to hardware and
software issues in parallel and distributed systems will be emphasized.

                    7th SOFTWARE ENGINEERING PROCESS
                            GROUP CONFERENCE
                         Call for Participation

The 7th Software Engineering Process Group (SEPG) Conference will be
held in Boston, Massachusetts, from May 22 to May 25, 1995.  The theme
of the meeting is *Practical Experiences: Process at Work*.  This
conference brings together people interested in software process
improvement to share past experiences and discuss current issues.  The
conference will include plenary sessions, invited and contributed
presentations, tutorials, panel discussions, and informal birds-of-a-
feather meetings.

The sponsors are seeking three types of proposals: individual presenta-
tions, tutortials, and panel discussions.  Although any proposal is wel-
come, submissions are preferred that include practical experiences in
applying process improvement in organizations.  A 2- to 3-page abstract
is requested that describes a proposed 25-minute presentation, a half-
day tutorial, or a full-day tutorial.  Also send a 3-sentence summary
abstract for inclusion in the preliminary program. Optional 8-page
papers are encouraged to accompany your slides.

Please send your abstracts and panel proposals by October 1, 1994.  You
are encouraged to send your submissions electronically (plain text only)

                  USF HOSTING SOFTWARE TESTING LECTURE

The University of San Francisco will be hosting a lecture on October 27
called "The Breadth of Software Testing Tools".  Software Research,
Inc.'s Douglas Magie will be the lecturer.  The talk will start at 11:00
and will run for about an hour; it will be followed by a one-hour ques-
tion and answer session.

                            INDIAN SOFTWARE
                           By Peter Middleton

(Note: Peter Middleton (The Queen's University of Belfast) recently
spent time in India, and has this to say about the state of the software
industry there:

India's software exports rose 51% in the year to March 1994 to $355 mil-
lion as the industry maintained the fast pace of growth of recent years.
While this level of sales is currently insignificant in the context of
world sales for software and professional services of $133 billion in
1992, their success is valuable as a signal to possible future trends.
Increasingly Indian software companies carry out their work in India
communicating with their clients and delivering their work over data
communications lines.  To do this successfully requires the development
of long term relationships with their export customers.  Their costs are
about 70% to 90% less than their Western competitors and their quality
appears comparable or better.

India has a population of 860 million people of which about 50 million
speak English. A typical wage for a labourer is about $1 per day.  A
Western visitor will experience considerable culture shock from the
presence of sacred cows wandering freely across busy roads, the constant
requests for money from beggars of all ages, rickshaws propelled by
scooter engines and the inevitable consequences of the lack of sanita-
tion.

In sharp contrast to the conditions in most of the country was the soft-
ware industry.  The three companies I visited, subsidiaries of IBM, Sie-
mens and Texas Instruments were sited in purpose built office blocks
which were beautifully furnished and full of the latest hardware. The
other companies developing software in India include Motorola, Hewlett
Packard, Citicorp and Digital.  The dominant pattern was for a major US
company to use Indian nationals educated in the States to set up and run
these companies, sometimes with an equity stake from a local Indian com-
pany.  They used e-mail, fax and telephone to communicate. The attrac-
tion was that salaries as a rule are 10% of those in the West.  This
means an experienced graduate in India would earn about $3000 per annum.
The Indians speak and write excellent English, have a strong work ethic
and have a great respect and desire for education.  They seemed patient,
methodical and receptive to new ideas.

Virtually all their software was for export and they were therefore aim-
ing at international levels of quality from the start.  While software
quality comparisons between companies are difficult my opinion is that
the IBM and Siemens companies were easily equal to many Western com-
panies.  Both are prepared for ISO 9000 accreditation within the next
few months.  The Texas Instrument operation has been judged as Level 3
on the SEI's scale.  The languages used included C, C++ and Visual
Basic.  The 3 companies I visited had 150 to 300 employees each in Ban-
galore.

The weaknesses the Indians' perceive of themselves are that their inter-
national marketing is poor and they need better project management
skills.  The key constraint to their current growth rate of 51% per
annum is the shortage of well educated people being produced by their
Universities.

In conclusion, companies in the West may well find themselves competing
with developers based in the Indian cities of Delhi, Bombay and Ban-
galore.  The possible responses to this include: (1) reducing costs by
shrinking salaries or improving productivity.  (2) providing higher
quality products or specialist products which can be priced at a premium
(3) outsourcing coding to India and moving higher up the life cycle (4)
forming alliances with the Indian software companies to market their low
cost services internationally.  (5) selling low cost versions of tools
and training into India to obtain an influential position in the emerg-
ing market.
